OGC says exam questions are "primarily based" on 38 U.S.C. chapters 1, 11, 13, 15, 51, 53, 59, 71, and 72 and 38 CFR parts 1, 3, 4, 14, 19, and 20. It lists the topics as compensation and pension programs, claim procedures, appeals, agents' fees, and waiver of indebtedness (VA OGC). The plans below cover that scope. The way they are paced is our suggestion. VA does not publish how the exam is weighted across topics.

How to study regulations efficiently

6-week plan (about 6–8 hours/week)

Retakes are limited to two sittings in any 6-month period (14.629(b)(6)), and exam dates are spaced out (VA OGC). Studying enough to pass the first time saves months.
